Melrose takes building permit applications online through its SimpliCity portal; paper is accepted only in extreme cases. The fee is based on the real total cost of the job, and the city's Property Building Permit History lookup shows past permits on a house.
[1][2]Melrose lists ordinary repairs, painting, wallpapering, floor sanding, sandblasting and carpeting as work that doesn't need a building permit. Renovations, new material and changes to a means of egress do.
[1]Melrose's own wetlands ordinance (Chapter 231, 2007) protects ponds of any size, intermittent streams, vernal pools and floodplain, plus a 100-foot strip around most of them. Building, clearing, grading or landscaping there needs a permit from the Conservation Commission first.
