Two rules apply everywhere in Massachusetts. Everything else, from historic district review to work hours and dumpster permits, is set by each city or town. Here's a local rule from each town page.

One statewide building code. Massachusetts uses a single building code for every town: 780 CMR, now in its tenth edition. Your local building department enforces it and issues the permits. source

Dig Safe before digging. State law requires notice to Dig Safe at least 72 hours before digging, not counting weekends and legal holidays. That includes holes for deck footings. Call 811. source

MaldenEquipment hours: weekdays 7 to 5Malden's noise ordinance lets construction crews run mechanical or motorized equipment on weekdays from 7 a.m. to 5 p.m. Saturday work in those hours is allowed only if it doesn't create excessive noise.EverettPermits for street space and dumpstersUsing part of a public way while repairing a building takes a permit from Everett's city services commission and a bond. The space has to be barricaded and lit at night, with a safe path kept for walkers. Dumpster and POD permits are filed in person at the Engineering Department in City Hall and signed off by the fire and police chiefs.MedfordHistoric district certificatesIn the Hillside Avenue and Marm Simonds historic districts, work that affects exterior architectural features needs a certificate from the Historic District Commission before the Building Department can issue a permit. Paint color, roof color, storm windows and storm doors are outside the Commission's review.SomervilleConstruction hours: 7 to 7, Saturdays 9 to 7Somerville bars noisy construction tools and equipment before 7 a.m. and after 7 p.m. on weekdays, and before 9 a.m. and after 7 p.m. on Saturdays and the days after Thanksgiving and Christmas. Noisy construction isn't allowed on Sundays or Massachusetts legal holidays.MelrosePermits go through SimpliCityMelrose takes building permit applications online through its SimpliCity portal; paper is accepted only in extreme cases. The fee is based on the real total cost of the job, and the city's Property Building Permit History lookup shows past permits on a house.StonehamApply online through OpenGovThe Stoneham Building Department now takes applications through its OpenGov portal and asks you to call the office at 35 Central Street for every inspection. The office stays open until 7 p.m. on Tuesdays.WakefieldSix-month demolition delayWakefield's Chapter 126 lets the Historical Commission hold a demolition permit for a 'significant' building, one on the National Register or on the commission's inventory, for six months after the application if it finds the building should be preserved. Asking for a waiver hearing carries a fee.Saugus50-foot undisturbed wetland bufferSaugus Bylaw 508 covers land within 100 feet of wetlands and ponds of any size, and 200 feet of rivers and streams. Under the Conservation Commission's 2011 rules, a 50-foot strip of natural vegetation from wetlands and water bodies, and 100 feet from perennial streams and rivers, stays undisturbed unless you show the work won't harm it. Starting without a permit can double the fees.RevereWork hours: Monday to SaturdayWork under a Revere building permit is allowed Monday through Saturday, 8 a.m. to 6 p.m. No work on Sundays or holidays unless the Building Commissioner grants a special permit.LynnPermits go through the ISD portalLynn's Inspectional Services Department takes permit applications and fees online at lynnisdportal.com. Applications go through the city's online permit system, due 16 days before a meeting.BostonISD short-form vs. long-form permitsBoston's Inspectional Services Department issues a Short-Form permit for minor work that doesn't change a building's structure or use, like opening up a wall, and a Long-Form permit for work that does. Both are filed through the ISD online portal, and starting before the permit is issued can mean double the permit cost or a code violation.LynnfieldDemolition delay for listed buildingsUnder Chapter 154, a demolition permit for a building on the Historical Commission's significant-structures list goes to the Commission first, and a building it rules preferably preserved can wait up to 12 months. A permit only for interior demolition is excluded from the bylaw's definition.ReadingWest Street Local Historic District certificateInside Reading's Local Historic District, exterior changes visible from a public way need a certificate from the Historic District Commission before the town issues a building permit. Paint color, storm windows and gutters are excluded, but siding, windows, roofing, outside stairs and roof decks are reviewed.
