Malden rules worth knowing before work starts.

Pulled from the Malden city code and city department pages. Ordinances change, so we check the current text before each job.

Equipment hours: weekdays 7 to 5

Malden's noise ordinance lets construction crews run mechanical or motorized equipment on weekdays from 7 a.m. to 5 p.m. Saturday work in those hours is allowed only if it doesn't create excessive noise.

Historical Commission review of exterior alterations

A building permit for an exterior alteration on a house that is listed on, or eligible for, the National Register, or that appears in a survey on file with the state, goes to the Malden Historical Commission first. Interior renovations are excluded. The Commission has 14 days to decide whether the building is significant, and a building it votes to preserve can face a delay of up to twelve months.

Street and sidewalk obstruction permit

Anything placed on a Malden street or sidewalk, a dumpster included, needs a permit from the Public Works Commission plus a bond or liability policy. The Police Chief decides whether a paid police detail has to be on site.

Paint and debris stay out of storm drains

Malden's storm drainage ordinance bars dumping paints, varnishes, solvents and construction waste into the storm drain system or onto pavement that drains to it.

Malden's own wetlands ordinance

Malden protects wetlands beyond the state act. The city ordinance covers buffer zones, land subject to flooding and a 25-foot riverfront area, and it treats rip-rapped river channels as unlined canals. Work in those areas needs a Conservation Commission permit.

Statewide, in every town

One statewide building code. Massachusetts uses a single building code for every town: 780 CMR, now in its tenth edition. Your local building department enforces it and issues the permits. source

Dig Safe before digging. State law requires notice to Dig Safe at least 72 hours before digging, not counting weekends and legal holidays. That includes holes for deck footings. Call 811. source

Site conditions

Water runs under a lot of Malden.

The Malden River used to run open through downtown north of Charles Street. In the 1960s that stretch went into a closed culvert, and near Oak Grove station it runs in an open one. Below Charles Street it's open water again until it meets the Mystic near Wellington.

On the east side, Town Line Brook sits in a concrete channel but still gets tidal flow from Revere. The city's draft plan says those tides push up groundwater, and the Linden neighborhood has the worst flooding in town because of it. The same list flags the Bowman and Durso area, where runoff comes off the ledge in the Mt. View section.

For a basement or a deck, that matters more than any paint color. We ask where your house sits before we suggest a floor or a footing.

A local historic district is being studied.

Malden's Local Historic District Study Committee is looking at possible districts in the downtown and Corey Road areas. Nothing is adopted yet. If you own a house near Corey Road and you're planning exterior changes, ask us to check where that stands.

Malden questions we hear a lot.

Weekdays from 7 a.m. to 5 p.m. for mechanical or motorized equipment, under the city's noise ordinance. Saturday work in those hours is allowed only without excessive noise, so the loud work belongs on weekdays.
