House painting and remodeling in Lynn, MA.
Most of Lynn's housing was built before World War II. Older houses need honest prep and a crew that can handle paint, carpentry and floors in one go.

Permits go through the ISD portal
Lynn's Inspectional Services Department takes permit applications and fees online at lynnisdportal.com. Since January 1, 2025, paper applications carry a $25 administrative fee, and public computers with staff help are available at City Hall. [1][2]
Plot plan and timing for building permits
Lynn asks for an updated plot plan with a building permit request; the application form lists what else to submit. The city aims to decide within 30 days, and permitted work must begin within six months and keep moving until it's done. [1]
Lynn wetlands bylaw reach
The bylaw covers wetlands, ponds, streams, beaches, land subject to coastal storm flowage and the land within 100 feet of them. No work is allowed within 30 feet of a freshwater wetland unless the Conservation Commission finds it unavoidable. [1][2]
Zoning determinations by request
Lynn is split into 15 zoning districts with their own uses and dimensional rules. To learn whether a project is allowed, submit a written zoning determination request through the ISD portal; appeals go to the Zoning Board of Appeals. [1]
One statewide building code. Massachusetts uses a single building code for every town: 780 CMR, now in its tenth edition. Your local building department enforces it and issues the permits. source
Dig Safe before digging. State law requires notice to Dig Safe at least 72 hours before digging, not counting weekends and legal holidays. That includes holes for deck footings. Call 811. source
Shoe factories, shingles, three-deckers.
Lynn's housing plan describes everything from large Victorian single-families and classic triple-deckers to small mid-century homes and dense downtown apartment blocks. Single-families and two-to-four unit buildings each make up about a third of it.
Between downtown and Lynn Shore Drive sits the Diamond Historic District, listed on the National Register. Its nomination counts Italianate, Second Empire, Queen Anne, Stick, Shingle and Colonial Revival houses, plus the Chase Shoe Factory at 5 Broad Street, the oldest shoe-related building documented in the city.
That mix means a Lynn job can start with a ladder against a shingled gable by the ocean and end with a tiled bath on the third floor of a three-decker. We do both.

Painting, kitchens and baths, carpentry, basements and floors, decks. Pick one or stack them; Doug keeps an eye on every step.
Ocean on one side, woods on the other.
Lynn's shore runs along the Lynn Shore Reservation, and the wetlands bylaw reaches land subject to coastal storm flowage. Exterior paint and deck boards near the water face wind and salt, so we talk about prep, primers and stain schedules up front.
Inland, the Lynn Woods Reservation and the city's ponds and brooks bring the 100-foot wetland reach into play. If you're near water of any kind, we check the bylaw before we price the job.

Yes. The city says a building inspector is available in the afternoons at City Hall to look at plans and help with applications.
Stop and apply right away. Lynn's ISD warns that unpermitted work can bring daily fines and an order to remove work that breaks state or city law.
